NEW YORK (Reuters) - U.S. mortgage rates rose for a second straight week, a trend that could continue as key support from the government ceases at the end of the month, a closely watched mortgage survey showed on Thursday.

Interest rates on U.S. 30-year fixed-rate mortgages, the most widely used loan, averaged 4.99 percent for the week ended March 25, up from the previous week"s 4.96 percent, according to a survey released by Freddie Mac (FRE.P) (FRE.N), the second-largest U.S. mortgage finance company.

Rising mortgage rates do not bode well for the housing market, which remains highly vulnerable to setbacks and heavily reliant on government intervention. Mortgage rates are expected to rise when the Fed -- the U.S. central bank -- stops buying mortgage-related securities at the end of March.

Eric Belsky, executive director at Harvard University"s Joint Center for Housing Studies, said most economists believe that when the Federal Reserve exits it will send interest rates 25-50 basis points higher.

"This is based on modeling of what is called option-adjusted spreads," he said.

"That said, other forces also influence interest rates and these could move in either a downward or upward direction over the next couple of months, offsetting or exaggerating any move caused by the Fed exit from mortgage-backed securities purchases," he said.

The rate for the latest week is also above the year-ago level of 4.85 percent and the record low of 4.71 percent in early December. Freddie Mac started the survey in 1971.

"Mortgage rates inched up slightly this week as bond yields rose even further," Frank Nothaft, Freddie Mac vice president and chief economist, said in a statement.

Mortgage rates are linked to yields on Treasuries and yields on mortgage-backed securities.

LOW RATES, LIMITED APPEAL

The housing market remains fragile, with recent weak data on new and existing home sales indicating the sector has hit a lull after showing signs of a recovery late last year.

The Mortgage Bankers Association said on Wednesday U.S. mortgage applications fell for a second straight week.

Freddie Mac said the 15-year fixed-rate mortgage averaged 4.34 percent in the latest week, up from 4.33 percent the prior week.

Interest rates on other types also rose.

One-year adjustable-rate mortgages (ARMs) were 4.20 percent in the latest week, up from 4.12 percent the prior week. The rate on the 5/1 ARM, set at a fixed rate for five years and adjustable each following year, was 4.14 percent, compared with 4.09 percent a week earlier.

BEIJING (Reuters) - China Life Insurance Co (2628.HK)(601628.SS), the world"s biggest life insurer by market value, is looking to acquire a bank, following its peers as China relaxes restrictions on banks and insurance companies investing in each other.

China Life owned a minority stake in Guangdong Development Bank, but wanted to buy a controlling stake in another bank, Chairman Yang Chao said on Friday. The move would mimic its chief rival, Ping An Insurance (601318.SS)(2318.HK), which is also seeking to beef up its banking business.

"We already have a minority stake in a bank, and our next step is to acquire control of another bank," Yang said on the sidelines of the opening of the National People"s Congress in Beijing.

Owning a bank would help China Life fulfill its ambition of becoming a financial conglomerate and boost revenue through cross-selling of financial products, said Pan Hongwen, analyst at Haitong Securities.

"The challenge is that there are not many suitable targets left, as it"s preferable for China Life to buy one with a national banking license," Pan said.

But Standard Chartered questioned the wisdom of the move.

"I see no good reason why China Life needs to have controlling interest in a bank," Standard Chartered said in a note in response to Yang"s remarks, adding that Ping An"s move into banking had yet to add much shareholder value.

THREAT FROM BANKS

Yang said he saw no immediate threat from a parallel move by major Chinese banks into the insurance sector with the easing of government restrictions.

Bank of Communications (BoCom) (3328.HK) (601328.SS) in January launched China"s first bank-controlled life insurer in nearly two decades, while bigger lenders including ICBC (1398.HK) (601398.SS) are planning to enter the insurance business.

"I don"t think our business will be impacted," Yang said, stressing his company"s dominant position. "The insurance business is built on long-term trust, so I don"t think the competitive landscape will change overnight."

China Life has said it aims to become a leading financial conglomerate with businesses ranging from insurance, banking, and fund-management to brokerage.

In 2006, it joined with Citigroup Inc (C.N) to buy control of China"s Guangdong Development Bank in a landmark $3.1 billion deal, with China Life holding 20 percent of the Chinese lender.

Ping An, the world"s second-biggest life insurer by market value, already has a banking unit, and is seeking control of Shenzhen Development Bank (000001.SZ). Chairman Ma Mingzhe plans to build Ping An into a financial conglomerate with insurance, banking and asset management as the pillars of its business.

Traders said a raft of stop-losses had been hit near the$1.3440/30 area in Asia and later in Europe, contributing tothe declines.

In the United States, economic reports on new orders formanufactured goods and housing data were mixed [ID:nN2396707]and [ID:nN2396501].

But analysts said the lackluster figures would not preventinvestors from buying more dollars.

"Sovereign credit worries in Europe and Japan are leadingto some general risk aversion," said Michael Malpede, a marketanalyst at Easy Forex in Chicago.

Michael Woolfolk, a senior currency strategist at BNYMellon in New York also said the data was taking a back seat toto general, speculative U.S. dollar buying, after euro-dollartrades had a big technical breakdown overnight.

The downgrade of Portugal was a good excuse to keep sellingeuros, according to Woolfolk.

"This may be short-lived, but I think we could get to 1.30in euro-dollar by the end of the week," he said. "A move to1.25 would probably require a more negative fundamental storyon the euro zone and Greece in particular, but such a movecan"t be discounted completely."

In late morning trading in New York, the euro was down 1.1percent at $1.3343 EUR=. At current prices, it was thebiggest one-day move since Feb. 17.

Against the yen, the dollar was 1.5 percent higher at 91.73yen JPY=, after touching a session high of 91.96 yen.

The single currency got little help from a rise in theGerman Ifo institute"s business climate index, which climbed to98.1 from 95.2 in February, higher than forecasts for 95.8.[ID:nLDE62N0R4]

"The euro is independently weak, with a significantlybetter-than-expected reading on the German Ifo proving only atemporary distraction from the problems in the periphery," saidAdam Cole, global head of FX strategy at RBC Capital Markets.

The market will keep a close eye on an European Unionsummit on Thursday and Friday, after Germany signaled for thefirst time that it may accept European financial aid for Greeceas a last resort.

But Germany pegged its support to several conditions,including the need for the International Monetary Fund to makea "substantial contribution." [ID:nLDE62M130]

"Germany is absolutely right in not being bullied into aquick fix -- when it comes to government problems, whether inGreece, the United States or elsewhere. Quick fixes aredifficult to come by," Axel Merk, of Merk Mutual Funds, said ina note.

DOLLAR GAINS

Investors flocked to the perceived safety of the U.S.currency, pushing the dollar to its highest since May last yearagainst a basket of currencies. The dollar index, which tracksthe performance of the greenback versus six other majorcurrencies, was up 1.1 percent at 81.797 .DXY.

The greenback hit a two-week peak against the Swiss francat 1.0716 CHF=, according to Reuters data. And the eurotraded flat versus the Swiss franc at 1.4272 francs EURCHF=,after hitting a fresh record low at 1.4233, according toReuters data.

Swiss National Bank President Phillip Hildebrand said onTuesday the central bank would keep fighting excessive francappreciation. But traders expect it to shy away fromlarge-scale intervention as the economy recovers.[ID:nLDE62M0D9]
